Protéger les valeurs démocratiques et d’arrêterd’inviter les dictateurs africains aux États-Unis d'Amérique.
Malgré sa réputation mondiale comme un champion de la démocratie, de la liberté et des droits de l’homme, les États-Unis d’Amérique – lors du Sommet États-Unis-Afrique d’Août 2014–ont accueilli certains des dictateurs les plus brutaux du continent. Le tapis rouge a été déroulé pour TeodoroObiangNguemaMbasogo de la Guinée Équatoriale, qui a fusillé ou emprisonné pratiquement tous ses adversaires politiques; YahyaJammeh de la Gambie, qui a menacé de «couper la tête» de tous les homosexuels de son pays; Idriss Deby du Tchad, qui est bien connu pour ses nombreux assassinats politiques et suppressions des libertés fondamentales; et Paul Biya du Cameroun, qui a l'honneur dubitatif d’êtreclassé 19ème sur la liste de l'auteur David Wallechinsky (2006) des 20 pires dictateurs vivant dans le monde. Et la liste continue.
L'image des États-Unis est ternie chaque fois qu'un président américain invite et accueille les autocrates à la Maison Blanche. L'administration d’Obama aurait fait beaucoup plus d'impact si elle avait seulement invité les dignitaires africains aux casiers judiciaires vierges, ou des dirigeants des pays qui sont sur la bonne voie et quisont prêts à adopter des réformes sérieuses visant à mettre en œuvre des valeurs démocratiques. Comme le président Barack Obama lui-même a déclaré dans un discours mémorable prononcé devantle Parlement ghanéen, lors de son voyage présidentiel de Juillet 2009 à Accra; «l'histoire est du côté de ces courageux africains, et non dans le camp de ceux qui se servent de coups d’Etat ou qui modifient les constitutions pour rester au pouvoir. L'Afrique n'a pas besoin d'hommes forts, mais defortes institutions.»
Nous, soussignés, demandons à l’administration du président Obama d’user de son influence pour mettre fin à cette longue tradition d'inviter des dictateurs africains aux États-Unis d'Amérique pour des événements officiels. À partir de 2015, nous exigeons que les hommes forts et les violateurs des droits de l'homme en Afrique ne soient autorisés à voyager aux États-Unis et de se conférer la légitimité avec l'argent des contribuables américains.

Protect Democratic Values and Stop Inviting African Dictators to the United States of America.
Despite its worldwide reputation as a champion of democracy, freedom, and human rights, the United States—at its African Leaders Summit in August 2014—welcomed some of the most brutal dictators of the African continent.
In its annual Country Reports on Human Rights Practices, the US Department of State has consistently noted that Chad’s government under IdrissDeby and its agents, including security forces, are responsible for arbitrary or unlawful deprivation of life, rape, torture, politically motivated and arbitrary arrests, detention in inhuman conditions, denial of fair public trials, widespread corruption, and restricted freedom of speech, press, assembly, and movement. Moreover, arbitrary or unlawful arrests and deprivation of life, torture, degrading conditions in prisons and detention centers, restricted freedom of speech and assembly, violence and harassment, and widespread corruption and lack of transparency in government have also consistently featured over the years in the Department of State’s reports on human rights in Equatorial Guinea under TeodoroObiangNguemaMbasogo, in Gambia under YahyaJammeh, and in Cameroon under Paul Biya. Others have noted the viciousness of particular African tyrants on the White House guest list; for instance, author David Wallechinsky included Paul Biya in his 2006 book about the world's 20 worst living dictators.
The image of the United States is tarnished each time a US President invites and hosts human rights violators at the White House. The administration would have made far more of an impact had it invited only African dignitaries with clean records, from countries that are on the right track and willing to embrace serious reforms toward implementing democratic values. As President Barack Obama himself stated in a memorable speech delivered to the Ghanaian Parliament during his July 2009 presidential trip to Accra, “History is on the side of these brave Africans, not with those who use coups or change constitutions to stay in power. Africa doesn't need strongmen; it needs strong institutions.”
We the undersigned urge President Obama’s administration to use its influence to end this practice of inviting African dictators to the United States of America for official events. We believe that not allowing African strongmen and human rights violators to travel to the United States and by not receiving them at the expense of the American taxpayers, the US government will better advance the ideals of liberty and freedom so dear to this country.
